Thanh Hoa starts construction of North-South expressway connecting to Nghi Son port

On the morning of February 19, in Tuong Son commune, Nong Cong district, the Management Board of Nghi Son Economic Zone and Industrial Zones Investment and Construction Projects held a groundbreaking ceremony for the North-South Expressway and National Highway 1A connecting road project to Nghi Son port.

Attending the groundbreaking ceremony were Mr. Do Trong Hung, Secretary of the Provincial Party Committee, Mr. Do Minh Tuan, Chairman of Thanh Hoa Provincial People's Committee, along with leaders of departments, localities, contractors and people whose projects pass through.

The North-South Expressway and National Highway 1A connecting road project to Nghi Son port was approved by the Chairman of Thanh Hoa Provincial People's Committee in Decision No. 4430/QD-UBND dated December 13, 2022 with a total investment of VND 1,345 billion.

According to the design documents, the project is divided into 2 routes. Route 1 is Provincial Road 512, from National Highway 1A to Tho Xuan - Nghi Son Road, with a length of 10.4 km. The starting point intersects with National Highway 1A at Km 356+200 in Tan Dan Ward, Nghi Son Town. The end point intersects with Provincial Road 506 at Km 49+487 in Tuong Son Commune, Nong Cong District. Route 1 passes through Tan Dan and Hai An wards; Ngoc Linh, Anh Son and Cac Son communes, Nghi Son Town and Tuong Son commune, Nong Cong District.

Route No. 2 on Nghi Son - Bai Tranh road, from Ho bridge to the North - South expressway in the East, is 3 km long (in Tan Truong commune, Nghi Son town). The starting point is at the end of the intersection between Nghi Son - Bai Tranh road and National Highway 1A. The end point connects with Nghi Son - Bai Tranh intersection of the North - South Expressway project in the East, National Highway 45 - Nghi Son section.

The land use area is about 47.7 hectares (in Nghi Son town, 39.3 hectares and Nong Cong district, about 8.3 hectares). The entire project has 11 intersections and 8 bridges. Route No. 1 includes 7 bridges with a total width of 13 m (including Kenh Than bridge, Dong Ly bridge, Mau river, Lang Bai, Bong Thon, DT.506 overpass and Railway) and route No. 2 includes a railway overpass.

Thanh Hoa provincial leaders encourage contractors to implement the project on schedule

The investment objective of this project is to gradually complete the transport infrastructure in the area, attract investors to invest in industrial parks in Nghi Son Economic Zone, contributing to the socio-economic development of the province in general and the area where the project passes through in particular.

The project, invested in and built to meet the standards of a grade III delta road with a design speed of 80km/h, is constructed by contractors including Hoang Tuan Co., Ltd. - Thanh Hoa Bridge Construction Joint Stock Company - Central Construction Group Joint Stock Company - Huy Hoan Investment, Construction and Trading Joint Stock Company - Vietnam Asean Co., Ltd.

Speaking at the ceremony, Mr. Mai Xuan Liem, Vice Chairman of Thanh Hoa Provincial People's Committee, emphasized that the route plays a role as an inter-regional traffic axis in the area and is an external traffic route directly connecting with National Highway 1 and the North-South Expressway; The completed route will shorten the travel time between the western districts of the province and Nghi Son Economic Zone, ensuring the transportation of goods and passengers, creating a complete traffic network connecting the North-South Expressway, Nghi Son - Tho Xuan road and regional routes with Tho Xuan Airport and Nghi Son Seaport.

At the same time, the project will facilitate traffic for industrial parks along the route (including Industrial Parks No. 3 and No. 4), as well as increase connectivity for coastal tourism.

In order to ensure the project is implemented on schedule and put into operation in 2025, Mr. Mai Xuan Liem requested the Management Board of Nghi Son Economic Zone and Industrial Zones Investment and Construction Projects; provincial departments, branches and sectors; Party committees, authorities, and socio-political organizations with roads passing through to properly perform their functions and tasks according to regulations on construction investment, organize construction to ensure quality, aesthetics, progress, environmental hygiene and safety, and labor safety.

Contractors promoted a sense of responsibility, urgently organized construction teams simultaneously; improved working methods, mobilized modern equipment and technology to participate in construction; thereby, increasing productivity, quality, labor efficiency, and striving to complete the project ahead of schedule.

The investor proactively resolves difficulties and obstacles during the implementation process, especially promptly reviewing material mines in the area and region, ensuring adequate and timely supply for the project on schedule, not allowing the project to be affected by the material supply not meeting the demand.

At the same time, the Vice Chairman of the Thanh Hoa Provincial People's Committee assigned the Department of Transport, the Department of Planning and Investment, the Department of Finance, the Department of Natural Resources and Environment and related units to proactively coordinate with the investor, promptly resolve work related to the project; promptly advise on capital allocation, policies and regimes in site clearance work... The Provincial Police directed the local Police to advise the Party Committees and authorities of the localities where the project passes through to develop a plan to ensure security and order for the entire project area.

The Vice Chairman of Thanh Hoa Provincial People's Committee requested the People's Committee of Nghi Son Town and Nong Cong District to continue to propagate so that people clearly understand the meaning and importance of the project, highly agree on the compensation and site clearance plan and create the most favorable conditions for project construction.

Urgently organize site clearance for the remaining sections and hand over the site to the construction units to ensure the progress plan approved by the Chairman of the Provincial People's Committee. Urgently build resettlement areas to arrange resettlement for households subject to repossession, soon ensuring stable people's lives.
