The project of 220 kV substation (substation) of Nghi Son economic zone (EZ) and connecting lines is an urgent power transmission project to ensure electricity for Nghi Son EZ (Thanh Hoa province). However, this project is facing a lot of ground problems that need to be solved.
Thanh Hoa Provincial People's Committee has just had a meeting with the Central Power Project Management Board (CPMB) and related departments and agencies, Nghi Son Town People's Committee to remove ground problems for the urgent project of 220 kV Nghi Son EZ Substation. Important project for economic development in Thanh Hoa province
This project is invested by the National Power Transmission Corporation (EVNNPT), managed by CPMB, and operated by Power Transmission Company 1 after completion, expected in the fourth quarter of 2023. .

The project has a scale of investment in building a new 220/110 kV substation, installing 2 transformers with a capacity of 250 MVA. The 220 kV side designed a diagram of 2 busbar systems with a contact breaker including 7 compartments, the 110 kV side designed a diagram of 2 busbar systems with ring busbars, installing 14 compartments.

The 220 kV connection line will be built a new 4-circuit line, including 12 pole positions, with a total length of about 4.1 km, a 22 kV line, one circuit, about 800 m long for self-consumption of electricity. for station.

The 220 kV substation is located on hilly land near Ferocrom industrial park in Hai Thuong ward, Nghi Son town, Thanh Hoa province. The 220 kV connection line passes through Hai Thuong ward, Nghi Son town, Thanh Hoa province.

The construction location of Nghi Son 220kV substation and the direction of the connection line have been agreed by the People's Committee of Thanh Hoa province in Document No. 12060/UBND-CN dated September 11, 2019 and Document No. 7089/UBND-CN dated September 29. October 2021.

Mr. Nguyen Van Tinh, Deputy Director of CPMB, said that the project investment objective is to provide electricity for Nghi Son EZ (Nghi Son refinery and petrochemical complex, Nghi Son Iron and Steel Complex), and at the same time improve the power quality of the area. region and surrounding areas, in the long run, ensure the reserve for the development of Nghi Son EZ.

Ensure safe and reliable operation of the regional 220/110 kV power grid in the 2021-2030 period, thereby improving the safety and reliability of electricity supply for socio-economic development of Thanh Hoa province. Chemistry in general and Nghi Son EZ in particular, contributing to the socio-economic development of Thanh Hoa province.

However, up to now, the project still has many ground problems, so the substation cannot be constructed. Part of the 220 kV line has mobilized to hand over 5/12 foundation positions, and 5/12 foundation positions are under construction.

Determined to complete the project in 2023
According to Mr. Nguyen Van Tinh, Deputy Director of CPMB, despite facing many challenges, CPMB is determined and sets specific campaign and construction goals. In which, construction of 220 kV substation part, currently at the location where the road to the station is affected by natural forests: Construction will be carried out according to the solution of temporary road for construction (the part of the road in the natural forest area will be implementation of construction after completing procedures for conversion of natural forest use purposes).

In the area of ​​the station site, the construction of areas that do not affect the natural forest is expected to start from the beginning of June 2023 (complete handover of the planted forest area in May 2023) and find all solutions and mobilize all resources to speed up the construction progress in order to energize according to the expected plan in December 2023.

Construction of the 220 kV connection line, CPMB aims to complete the foundation casting in August 2023, erecting columns to be completed in September 2023, wire pulling completed in November 2023, switching connections and Acceptance and energizing in December 2023.

In order to ensure the progress of energizing the project in December 2023, CPMB proposed and proposed that the People's Committee of Thanh Hoa province consider and submit to the Provincial People's Council for approval the policy of changing the use purpose of planted forests and forest land to implement the project. . While waiting for the legal process to submit the compensation plan for approval, the contractor will pay an advance to the households to receive the construction site.

Nghi Son Town People's Committee approves specific land prices and completes the procedures for approving compensation and support plans right after the Provincial People's Council approves the list of land recovery and change of land use purpose for the project.

Speaking at the meeting, Mr. Mai Xuan Liem, Vice Chairman of Thanh Hoa Provincial People's Committee said: For determining the origin of land, Thanh Hoa province agreed to confirm according to the current status of forest land. For uniform plant density compensation according to actual plant density. Regarding support for land use restriction, agreed to submit to the Chairman of the Provincial People's Committee for consideration and permission to support 100% land use restriction.

Leaders of Thanh Hoa Provincial People's Committee emphasized that the province basically agreed with the CPMB's proposal and will submit it to the competent authorities for consideration and decision.

Affirming that this is an important and urgent project to serve the socio-economic development of Nghi Son EZ and the province, leaders of Thanh Hoa Provincial People's Committee asked departments, branches and People's Committee of Nghi Son town to join the action. drastically to remove it soon to complete the project in 2023.

CPMB needs to closely coordinate with provincial departments and branches to promptly remove problems arising during project implementation.
