The planning of Thanh Hoa province in the period of 2021-2030, with a vision to 2045, will turn Thanh Hoa into a new growth pole, along with Hanoi, Hai Phong and Quang Ninh forming a development quadrangle in the North of the country.

Accordingly, the proposed plan is that Thanh Hoa province will be self-reliant, self-sufficient, innovative, creative, attract talents, improve the quality of human resources and capacity for international economic integration... The goal is to by 2030, strive to turn Thanh Hoa into one of the major regional and national centers of heavy industry, energy industry, processing and manufacturing; large-scale agriculture, high added value; logistics services, tourism, education and training, specialized health care, culture and sports. By 2045, to become a rich, beautiful, civilized and modern province; comprehensively developed province and model of the whole country.

Regarding the development of sectors and fields, the province will focus on the development direction of important industries of the province, considering it as a development pillar. As for the plan to organize space for development of economic zones, industrial parks and industrial clusters: Focus on developing Nghi Son economic zone into one of the key coastal urban - industrial and service centers of the whole country. After 2030, develop Na Meo international border gate into Na Meo border gate economic zone. Continue to implement 8 industrial parks according to the approved planning with a total area of 1,424.2 ha. New development of 9 industrial parks with a total area of 2,281.5 ha. After 2030, develop two new industrial parks with an area of 872 hectares. By 2030, the province will have 115 industrial clusters with a total area of 5,267.25 hectares. The period after 2030 includes 126 industrial clusters with a total area of 5,893.65 ha.

Previously, at the Conference on Appraisal of the Thanh Hoa Provincial Planning for the period 2021-2030, with a vision to 2045 taking place on May 27, 2022 in Hanoi, the Master Plan was approved by all members of the Appraisal Council.
